Entitet: Federacija BIH Kanton: Zeničko-dobojski kanton Adresa: Safveta-bega Bašagića bb Ukratko o lokalnoj zajednici s osvrtom na mlade: OPĆINA ZAVIDOVIĆI Općina Zavidovići nalazi se u centralnom dijelu Bosne i Hercegovine sa ukupnom površinom od oko 560 km2. Teritorijalno i administrativno je sastavni dio Zeničko-dobojskog kantona i pripada Ekonomskoj Regiji Centralna Bosna. Graniči sa općinama Žepče, Maglaj, Banovići, Olovo i Kakanj. Grad Zavidovići je administrativno sjedište općine. Grad leži na tri rijeke, Bosna, Krivaja i Gostović, što mu daje niz komparativnih prednosti. Nastanak grada vezan je za dolazak austro-ugarske vlasti u Bosnu i Hercegovinu i prodor stranog kapitala u eksploataciju šume i preradu drveta, koncem XIX stoljeća. Na području općine, prema popisu iz 1991. godine živjelo je 57000 stanovnika, a prema podacima iz popisa 2013. godine općina broji oko 42700 stanovnika. Djeca i mladi čine gotovo 50% populacije. U Zavidovićima se školuje oko 3700 djece u osnovnim školama i oko 1700 u srednjim školama, a oko 600 studenata iz Zavidovića školuje se na fakultetima u BiH i regiji. Od 122 evidentiranih nevladinih organizacija, njih 44 imaju programe aktivnosti zasnovane na angažovanju djece i mladih u slobodnom vremenu u oblastima: kulture i kulturnog stvaralaštva, sporta i fizičke kulture, naučno-istraživačkog rada, edukacije mladih, radio-amaterizma, brige o mladima i mladim majkama, borbe protiv bolesti ovisnosti, informisanja, ekologije i položaja nacjonalnih manjina. Problem nezaposlenosti posebno opterećuje mlade. Od preko 7000 nezaposlenih registrovanih koncem 2013. godine, populacija u dobi od 15-35 godina čini preko 4000 nezaposlenih. Područje Zavidovića ima povoljne uslove za razvoj lovnog, ribolovnog, izletničkog i drugih vrsta turizma, te planinarenja i svih vrsta sportova u prirodi jer posjeduje brojna atraktivna izletišta i područja privlačna ljubiteljima prirode. Zanimljive turističke destinacije su spomenik prirode Tajan, poznata izletišta Kamenica i Maoča, doline rijeka Krivaje i Gostovića te neobična nalazišta kamenih kugli u mjestu Grab-Duboki potok. Općinu Zavidovići sačinjava 21 mjesna zajednica. Dan općine Zavidovići je 15. septembar. Općina Zavidovići ima uspostavljen odnos prijateljstva i suradnje sa općinom Roncadelle iz Republike Italije, gradom Wiltz iz Velikog vojvodstva Luksemburga, gradom Bozuyuk iz Republike Turske i općinom Kakanj iz Bosne i Hercegovine. Ukratko o lokalnoj upravi: ANGAŽOVANJE LOKALNE VLASTI U PROVOĐENJU POLTIKE ZA MLADE Lokalne vlasti općine Zavidovići, Općinsko vijeće, Općinski načelnik i nadležne službe uprave, u skladu sa principima Evropske povelje o učešću mladih u životu na općinskom i regionalnom nivou, su u periodu od 2004. do 2013. godine poduzimale korake kojima su stvarani uvjeti za davanje podrške omladinskoj politici, radu udruženja građana u omladinskom sektoru i inače ostvarivanju prava djece i mladih u općini Zavidovići. Općinsko vijeće Zavidovići formiralo je 2004.godine Komisiju za pitanja mladih, koja je funkcionisala samostalno do 2008. godine, kada je uključena u sastav Komisije za društvene djelatnosti, ljudska prava, mlade i ravnopravnost spolova. Novim Pravilnikom o unutrašnjoj organizaciji jedinstvenog Općinskog organa uprave i posebnih službi Općine Zavidovići iz 2005. godine locirano je pitanje omladinskog sektora kroz Službu za upravu društvenih djelatnosti i opću upravu. Budžet općine Zavidovići za 2006. godinu uveden je novi transfer – Transfer za podršku omladinskoj politici. Općinsko vijeće je 2006. i 2007.godine, na osnovu informacija pripremljenih od strane nadležne Službe razmatralo problematiku položaja mladih i rada omladinskog nevladinog sektora. U toku 2007.godine UG CeKER je realizovalo projekat otvaranja Info-tačke za mlade u saradnji sa Općinom Zavidovići i Omladinskom informativnom agencijom BiH, za koju je renovirana i opremljena prostorija u Domu kulture. Potreba neposrednije saradnje lokalne vlasti sa udruženjima građana-nevladinim sektorom u cilju davanja podrške omladinskoj politici potvrđena je kroz potpisivanje Sporazuma između Općinskog vijeća, Općinskog načenika i nevladinih/neprofitabilnih organizacija općine Zavidovići, 2007. godine. U navedenom periodu u općinskom budžetu su se povečavala sredstva na postojećim transferima a formirani su i novi transferi namjenjeni poboljšavanju standarda učenika i studenata: stipendiranje studenata, takmičenje učenika osnovnih i srednjih škola u znanju, za posebno nadarene studente, za učenike generacije, za srednje škole (obezbjeđivanje grijanja), za inkluzivno obrazovanje, prevoz socijalno ugroženih učenika srednjih škola, za nabavku knjiga u Javnoj biblioteci. 2. Po osnovu obezbjeđivanja sredstava u različitim segmentima života i angažovanja mladih: učenički i studentski standard, kultura, fizička kultura i sport, podrška nevladinom sektoru, podrška omladinskoj politici, zaštita djece sa posebnim potrebama, uređivanje i izgradnja zabavno-sportskih objekata, izgradnja i adaptacija školskih objekata, u općinskom budžetu u periodu 2011. – 2013. godina planiran je iznos od cca 450.000,00 – 480.000,00 KM. Općina Zavidovići od 2008. godine ima program finansiranja angažovanja volontera u cilju obezbjeđivanja sticanja jednogodišnje prakse za VSS kadrove. Općinsko vijeće je u 2010. godini donijelo Odluku o pristupanju izradi Strategije omladinske politike na području općine Zavidovići 2011.-2015. godina i u svoj Program rada za 2011. godinu uvrstilo usvajanje ove Strategije sa ciljem obezbjeđivanja organizovanijeg i planskog pristupa rješavanju pitanja iz oblasti omladinske politike. Općinsko vijeće Zavidovići je na svojoj 35. sjednici održanoj 28.06.2011.godine, usvojilo Strategiju omladinske politike na području općine Zavidovići 2011.-2015. godina. Osnova za sagledavanje problematike mladih i izradu Straregije bili su, prije svega odredbe Statuta općine Zavidovići u kojima je utvrđeno da Općina u okviru samopravnog djelokruga „osigurava lokalne potrebe stanovništva u oblasti brige o djeci i mladima, obrazovanja i vaspitanja, informisanja, rada i zapošljavanja, socijalne i zdravstvene zaštite, kulture, fizičke kulture i sporta“. Širi okvir za Strategiju čine Konvencija Ujedinjenih nacija o pravima djeteta, Evropska povelja o učešću mladih u životu na općinskom i regionalnom nivou, Zakon o mladima Federacije BiH koji je usvojen 2010. godine, kao i Strategija omladinske politike na nivou ZE-DO kantona. Općinsko vijeće Zavidovići je u decembru 2013. godine razmatralo i usvojilo Informaciju o realizaciji Strategije omladinske politike na području općine Zavidovići 2011.-2015.godina, za period 2011.-2013. godina i utvrdilo obavezu da se problematika realizacije Strategije razmatra najmanje jednom godišnje na ovom nivou.
